Study on the Situation and Status of Russian Nationals from the Chechen Republic Receiving Basic Welfare Support in Austria

The goal of the "Study on the Situation and Status of Russian Nationals from the Chechen Republic Receiving Basic Welfare Support in Austria" was to establish a knowledge base on the profile of Russian citizens from the Chechen Republic who receive basic welfare support in Austria, including information about their motives for migrating to Austria, about remaining in the country, and about their potential return home.

For the implementation of the study, a multi-methodological approach was chosen. This approach uses the advantages of both qualitative and quantitative methods to assure high quality and accurate results. Academic literature, data, statistics, information and experiences of earlier IOM profile studies in other countries were used as a basis for the study. Qualitative instruments included expert interviews, which were carried out during various stages of the project in order to support the development of quantitative instruments and the data interpretation.

Within the framework of the study, an empirical and anonymous survey of over 200 Russian citizens from the Chechen Republic was undertaken in basic welfare facilities in Vienna and the federal province of Lower Austria. Using a structured questionnaire, information on their demographic and socio-economic situation and motivation for migrating to Austria were recorded and analyzed. The survey furthermore examined whether a need existed for measures to support voluntary return and reintegration.

The survey was complemented by country of origin information provided by IOM Moscow (e.g. on economic conditions, infrastructure, administrative authorities, partner organizations, etc). Together, these results formed the basis for recommendations for the possible development of a voluntary return and reintegration project for this specific target group.

The “Study on the Situation and Status of Russian Nationals from the Chechen Republic Receiving Basic Welfare Support in Austria“ was co-financed by the European Return Fund (SOLID Fund of the European Commission) and the Austrian Federal Ministry of the Interior. The project was implemented in Austria and the Russian Federation in close cooperation with national, regional and international partners.
